Capital Facilities Projects
Lacey Fire District 3 is undertaking a comprehensive capital facilities program to support the growing needs of our community and enhance our ability to deliver emergency services. This program includes the renovation of existing stations, construction of new response facilities, development of a logistics and training campus, and investment in infrastructure that supports long-term operational readiness.
These projects are designed to ensure our firefighters have the facilities, equipment, and training environments necessary to respond effectively, safely, and efficiently—both today and into the future. Through this work, the District is committed to building resilient, high-performing facilities that support our mission of service with excellence.

This Request for Qualifications (RFQ) is issued by Thurston County Fire Protection District #3 (Lacey Fire District 3) to solicit qualifications from experienced firms to provide Owner’s Representative and Construction Management services in support of a comprehensive capital facilities program. The District is undertaking multiple concurrent projects to enhance operational readiness, system capacity, and long-term service delivery. The selected firm will provide strategic oversight, coordination, and management support to ensure successful project delivery aligned with the District’s operational, financial, and organizational objectives.
List of projects:
- Renovation of Station 33: Renovation and expansion of the current Station 33.
- Renovation of Station 31: Renovation of current Station 31.
- New Station 32: Construction of replacement Station 32.
- Logistics Warehouse: Construction of new Logistics Services Building.
- Training Support Center: Construction of new Training Services Building.
- Training Campus: Construction of a new Fire Training Campus.
- New Station 36: Construction of new Station 36.

Project management services during Design, Construction administration, and project closeout are sought to augment the Owner and assist in the coordination of the project. The service provided by the Owner’s Representative will be that of an independent contractor and not as a Lacey Fire District 3 Employee.
The Owner is qualifying Firms through a Request for Qualifications process to verify Firms have the experience and expertise required to provide the services outlined in the RFQ. This scope of work includes services from Design Development to Project Closeout.
